Judicial Council of California: Design-Build Procurement Opportunities

Judicial Council of California, Facilities Services office is the managing party for all court related facilities throughout the state. The California court system, is the nation’s largest, serving over 39.5 million people with more than 2,000 judicial officers and 18,000 court employees. The Judicial Council Facilities Services program supports California’s Supreme Court, Courts of Appeal, and trial courts by providing. facility planning, design and construction, facility operations, environmental compliance, sustainability, and real estate services.

The Judicial Council portfolio consists of 450 court facilities with over 2,150 courtrooms across the state with approximately 24 million square feet. Currently, the Capital Construction program is valued at $1.7 billion, with more than $2 billion in additional projects proposed in the Governor’s 5 years Infrastructure plan. The Judicial Council Facilities Modifications annual budget is $65 million and the current fiscal year deferred maintenance budget is $188 million.

This presentation will explore the different delivery methods that Judicial Council uses for the procurement of projects and seeks to better inform the design professional and builders on how to pursue these opportunities.

Pella McCormick, Director of Facilities Services, Judicial Council of California
Pella McCormick joined the Judicial Council of California in 2017. She is Director of the branch’s Facilities Services office which includes responsibly for the capital construction program, facility operations, real estate, and asset management. Pella is a licensed architect and has over 25 years of experience in public building design, construction, and management. Before joining the Judicial Council, Pella completed the maximum-security psychiatric Coalinga State Hospital and the award-winning historic preservation of Sacramento’s Stanley Mosk Library and Courts building. She is a California native and a Cal Poly San Luis Obispo alumna.

 

Jagan Singh, Principal Manager of Project Management, Judicial Council of California
Jagan Singh joined the Judicial Council of California in 2015. He is Principal Manager of Project Management unit of the branch’s Facilities Services office which includes responsibility for the capital construction program and facility modification program. Jagan is a licensed architect and has over 25 years of experience in design, construction, and management. He has been actively involved in setting up processes and controls for Capital Outlay Improvements and Facility Modifications for Judicial Council. Jagan has led the branch’s efforts to change the project delivery method to Design Build. Jagan has an MBA from UCLA Anderson School of Management. Jagan is also a Project Management Professional (PMP) certified and LEED accredited professional BD+C.
