These quarterly roundtables help to establish a more collaborative partnership and facilitate opportunities to identify solutions to achieve mutually beneficial outcomes. \nIn general\, the quarterly meetings serve as forums to: \n1. Build trust and understanding between LADWP personnel and the private sector (architects/ designers/ engineers).\n2. Develop compassion and empathy to better understand each other’s professional priorities and implementation tactics.\n3. Allow idea exchange and interaction — to learn from each other and to test out new methods and performance standards.\n4. Establish greater context for how environmental justice\, shade equity\, climate mitigation\, urban heat island\, tree canopy\, building decarbonization\, housing affordability\, 100% electrification\, on-site generation\, and urban design are all inter-related (and therefore require a more connected partnership between LADWP and the architecture community implementing the infrastructure framework to address all of these inter-related challenges).\n5. Expedite and streamline LADPW’s development services. \nMore specifically\, the quarterly forums allow for: \n1. Improve the architects’ understanding of specific LADWP rules\, regulations\, standards\, and procedures – and offer helpful insight on how to better improve those specific regulations and standards to achieve more optimal outcomes.\n2. Create pathways to achieve greater flexibility and clarity of purpose for why certain variances and modifications are necessary\, helpful\, and/or mutually beneficial.\n3. Identify obstacles to implementation\n4. Establish pilot programs to test out new ideas and innovative solutions.\n5. Establish an inventory of code-related obstacles and analyze which codes and regulations may need to be modified/ altered to achieve more effective outcomes\n6. Map out strategies for how to better leverage resources\n7. Prioritize changes in equipment size\, models\, standards\, and ‘cultural habits’ that can assist in delivering positive results (healthier urban design\, greater biodiversity\, safer working conditions\, a more beautiful and less stressful public realm\, etc.)\n8. Identify opportunities to leverage best practices from Southern California Edison as it relate to design standards and protocols that promote more verdant ecosystems in integration with utility infrastructure (relationship between street trees and landscaping w/ utility infrastructure\, etc) and the ability to utilize alternative materials that promote a ‘greener\,’ and less stressful public realm.\n9. The exploration of third-party services\, peer review\, and self-certification\, etc. \nSome of the direct outcomes achieved to date include: \n1. Improved staffing and processing times at BOE for utility permits\n2. More permissible variances for staging areas and transformer pads\, etc.\n3. Streamlined processes for 100% affordable housing (ED #1)\n4. Amortization of line extensions\, etc\n5. Deeper trust between AIA Los Angeles and LADWP leadership \nIn the future\, as the impact of these sessions further evolves and demonstrates results\, we’d like to make certain: \n1. These forums serve as a model for how other LA City departments can deepen relationships with the private sector to achieve mutually beneficial outcomes.\n2. The contemporary low-rise complex is clad in corrugated metal panels which are colored black and red. \nParticipants will be able to recount the design strategies used for 5600 West Adams by Neil M. Denari Architects\, a 32\,000 sf speculative Office Building completed in 2021. \nParticipants will discuss how the Alsace Hotel\, a boutique hotel by Neil M. It was designed by the city’s classiest architect\, Robert Farquahar\, as a lavishly detailed\, deeply encoded message to the cognoscenti. It glitters from a walled block in a once grand Los Angeles neighborhood. At Clark Jr.’s death in 1934 the entire property was willed to UCLA with the stipulation that nothing be built above grade within 100 feet of the library. By then Clark had removed ten neighboring houses\, relocated a two-story chauffeur’s quarters\, extended an existing brick wall around the block\, and engaged landscape architect Ralph Cornell to remodel the site as a public park. Whatever Clark had in mind\, it was never completed. The library drifted for the next 60 years as an unfinished landscape made emptier by the removal of Clark’s house and observatory. The Clark is not only the focus of research activity as the UCLA Center for 17th and 18th Century Studies\, but also an active venue for chamber music. \nFunding allowed construction of support facilities as a first step in transforming the library site into a community of scholars. This posed questions of enclosure\, anchorage\, juxtaposition\, and landscape dynamics. The plan builds on Clark’s concern with enclosure- an extendable wall thickened to 22 feet\, cracked open with daylight and as tall as we could push it. Four rectangular modules are separated by courtyards to form a “range” (an 18th century term used by Jefferson at the University of Virginia) that runs 270 feet along the north side of the block to leave the center suggestively open. It houses editorial offices\, storage\, conference\, food service facilities\, and guest quarters. In form and color\, it relates to Clark’s stocky red brick wall and not to the delicate library from which it respectfully withdraws. Operating as a spatial counterweight\, it lessens the emptiness of the garden expanse\, and its two-story height further encloses the open garden. Architect Linda Brettler\, AIA\, embarked on a renovation in the spirit of the original\, transforming it into a home and architecture studio for herself. Working from original blueprints\, she updated the1964\, 3\,800-square-foot house to returned it to its ideal state\, while reworking inappropriate earlier revisions. To make it more inviting and incorporate her own design vision\, she discovered and embellished upon the house’s original sense of whimsy\, color\, and surprise. Situated on an oblong lot in the hills above Studio City in Los Angeles’s San Fernando Valley\, the house’s perpendicular orientation and flowing functional floor plan allow for privacy and views from all rooms. \nOne of the more unusual aspects of the open-plan layout is that areas are separated by cabinetry rather than walls. These floating cabinetry units made from Micarta (an early form of high-pressure laminate) are designed to reflect the purpose and proportions of a room’s use. Brettler conducted an exacting restoration of the original features. Secondary lighting and LED replacements update the home\, as do the addition of electric shades\, new appliances and plumbing fixtures\, and cork flooring. Original laminates\, terrazzo\, and cork walls were rehabbed with care. Oblique views of ocean and sky are framed by low-e multi-slide doors and large\, strategically placed mirrors\, referencing Southern California’s Light and Space art movement. \nThe house transitions from the familiar typology of a traditional ranch at the entry into a sequence of geometric viewing frames along the southern facade. A bisected gable roof\, appearing to cantilever\, is suspended by a hidden steel structure and a visible 57-foot clear-span truss that enables spatial continuity between the interior and the pool deck. A sand-finished concrete floor—an abstract beach at low tide—features a saw-cut grid that reconciles the original house’s orientation with the east-west pool axis. \nDesigned for resilience and flexibility in a post-pandemic era of remote work and climate change\, the home includes a pool-fed exterior fire sprinkler system and a protected mechanical room that doubles as a belvedere. Every space frames the horizon\, either visually or conceptually\, and each architectural element serves multiple purposes. Bedrooms are separated from open living areas by semi-private courtyards\, allowing for events while maintaining privacy. Varying ceiling heights support classical music performances and live recordings. \nTen days after the owners moved into the house\, it was violently destroyed in the 2018 Woolsey Fire. In the aftermath\, Horizon House 2 was built on the existing deep foundations\, reinterpreting the original with improved daylighting\, passive ventilation\, and fire resilience. A specialized exterior sprinkler system is distributed across the roofs and adjacent hillsides to wet vegetation in the event of a fire\, preventing flames from approaching the house. Preserving vegetation also helps stabilize the hillside during the rainy season\, when mudslides are most common after fire damage. \nAdditional fire prevention measures include non-combustible exterior finishes; two 5\,000-gallon backup tanks for the sprinklers; an on-site hydrant that draws from the pool in case county water is lost; and a solar-charged battery backup system for power during outages. \nPassive design strategies further connect the occupants to their environment by maximizing daylighting and natural ventilation. The resulting massing responds to the adjacent buildings and creates a transition between the surrounding higher-density blocks and the low-density residential buildings to the east. The design also reflects our mutual pledge with the City of West Hollywood toward building a better and more sustainable environment. How can return on investment be measured\, other than in dollars and cents? Mass Timber sounds great\, but what’s the story behind the sustainability argument? How can we develop the city more sustainably? Remember all that fuss about the LA River? What’s going on there? Same question\, but about the Olympics? How much impact can an individual building have on the life of a city? What are the best practices for designing housing today? How can architects best respond to the current State of Emergency? He developed the Department’s Green Building Division to implement the Los Angeles Green Building Code. Osama Younan is a licensed Mechanical Engineer with the State of California and a LEED Accredited Professional with the U.S. Green Building Council. Osama Younan serves as the Chair of the Green Building Committee for the Los Angeles Basin Chapter which represents eighty-nine jurisdictions in Southern California\, he serves on the Green Building Code Advisory Committee for the California Building Standards Commission that provides recommendations regarding the development of the CALGreen Code\, and he serves on the ASHREA Standard 189.1 Committee “Standard for the Design of High-Performance Green Buildings”. \nOsama Younan is a Licensed Professional Engineer\, LEED Accredited Professional\, and he oversees the operations of all the bureaus in the department. You must register to get access. \nREGISTER HERE\nWHEN:\nThe first\, second\, and third Tuesday of each month starting at 10am – 12pm.   Full List of Dates \nWHY:\nThe review sessions will will enable a rotating pool of architects and designers the opportunity to provide insightful and critical design feedback on pending projects that will be reviewed by the Planning Commission.
