In this role\, she led the Mayor’s comprehensive citywide priorities focused on preventing and reducing street homelessness\, fast-tracking affordable housing production\, forging partnerships that lead to increased housing and service coordination\, and developing unified regional solutions by working closely with city\, county\, state\, and federal partners. She continues to serve as housing advisor to Mayor Bass. \nPreviously\, she was the Secretary of the California Business\, Consumer Services\, and Housing Agency under Governor Gavin Newsom. To address this need\, National Institute of Standards and Technology (NIST)\, CAL FIRE\, and Insurance Institute for Business and Home (IBHS)\, embarked on a sixteen-month collaborative effort\, culminating in this Hazard Mitigation Methodology (HMM). \nIn this discussion of the HHM\, we’ll talk about fire and ember resistant building materials\, identifying vulnerabilities to structures and neighboring parcels\, building codes\, and cost-effective measures that you can implement right away. The Parcel Assessment for Wildfire Hardening (PAWH) form will be presented\, guiding a property owner\, inspector\, or professional through a process that incorporates building codes\, fire codes\, & the latest science in wildfire hardening. The PAWH form also labels certain hardening mitigations as Energy Efficient (EE); This direct correlation between energy efficiency & wildfire hardening will assist homeowners to improve both resilience and energy savings. \n  \nThis event will be virtual over ZOOM. He has worked around the world\, building everything from an outhouse to nuclear power plants\, while wearing many hats including Framer\, Finish Carpenter\, Cabinetmaker\, Electrician\, Plumber\, Special Inspector and Project Manager. Friedman has lived in California for more than three decades. Currently\, she lives in Glendale with her husband and daughter. Friedman proudly represents California’s 30th District\, which includes Burbank\, Glendale\, West Hollywood\, and parts of Los Angeles and Pasadena. \nFriedman is committed to making meaningful progress on the issues that matter most to her district: making housing more affordable\, safeguarding access to clean water\, protecting communities from wildfires and other disasters\, and creating an economy that works for everyone. \nFriedman serves on two key committees: the House Committee on Transportation and Infrastructure and the House Committee on Science\, Space\, and Technology. \nBefore joining Congress\, Friedman represented the 44th district in the California State Assembly\, where she built a reputation as a tireless advocate for the environment\, housing\, and transportation. During her time in the Assembly\, she secured more than $60 million in funding for local projects like the Glendale Riverwalk\, Griffith Park safety improvements\, and upgrades to the Glendale Central Library. She also led the charge on landmark legislation to improve road safety\, invest in zero-emission vehicles\, and promote water conservation. \nLaura got her start in the private sector working as a film and television producer after receiving her B.A. from the University of Rochester\, New York. Building on that mission\, its celebrated “Small Lots\, Big Impacts” initiative has recently entered the RFQ stage\, inviting architect-developer teams to transform City-owned infill parcels into high-quality demonstration housing that can be replicated city-wide. \nThis Meet & Greet offers a rare chance to connect directly with cityLAB leaders\, view the winning competition designs firsthand\, and discover how you as a practitioner can engage at the forefront of Los Angeles’ next wave of housing innovation.  \nThe event will take place in the beautifully renovated 1927 Neo-Classical bank building that now houses AIA Los Angeles and ACLA Architecture for Communities. \n  \nTo register for this event and purchase your ticket\, \nplease visit the ULI site via this link.\n  \nSPEAKERS \n\n \nDr. Dana Cuff – Founding Director\, cityLAB \nDr. Cuff engages spatial justice and cultural studies of architecture as a teacher\, scholar\, practitioner\, and activist. Her leadership in urban innovation is widely recognized both in the U.S. and abroad. In 2006\, Cuff founded cityLAB\, a research and design center that initiates experimental projects to explore metropolitan possibilities. In 2019\, cityLAB expanded its social and political engagement by creating coLAB in the Westlake/MacArthur Park neighborhood of Los Angeles\, in long-term partnership with community organizations. cityLAB represented the United States at the 2010 Venice Architecture Biennale\, was featured on CNN and in Newsweek magazine\, and was named one of the top four urban think tanks in the country by Architect Magazine. The lab’s “housing first” research demonstrates that affordable\, well-designed housing and neighborhoods are attainable foundations of equitable cities. cityLAB has developed sustainable\, high-performance\, low-cost housing prototypes for infill sites ranging from backyards to schoolyards. In 2017\, after a decade of research that included a full-scale demonstration house built on the UCLA campus\, Cuff co-authored California State legislation\, effectively opening 8.1M single-family lots for secondary rental units. \nSince 2013\, Cuff has led a cross-disciplinary team at UCLA with a substantial multi-year award from The Mellon Foundation for the “Urban Humanities Initiative.” UHI offers students from architecture\, urban studies\, and the humanities a radical platform for crossdisciplinary\, impactful\, urban scholarship and action. Cuff co-authored a book about this effort entitled Urban Humanities: New Practices for Reimagining the City (MIT Press\, 2020). This is the most recent of numerous books\, including Architects’ People (with W.R. Ellis; 1989)\, Architecture: The Story of Practice (1989)\, The Provisional City (2000)\, and Fast Forward Urbanism (edited with R. Sherman\, 2011). Dana Cuff publishes and lectures extensively about the modern American metropolis\, architectural agency\, affordable housing\, and architecture’s potential for creating more just cities. Dr. Cuff recently received three prestigious awards that describe her career: Women in Architecture Activist of the Year (2019\, Architectural Record)\, an international prize for Researcher of the Year (2019\, Architectural Research Centers Consortium)\, and Educator of the Year (2020\, American Institute of Architects Los Angeles). \n  \n\nEmmanuel Proussaloglou – Co-Director\, cityLAB \nEmmanuel Proussaloglou is an architect\, planner\, and researcher focused on interrogating the impact of public policy on the built environment. He leads cityLAB’s Reimagining Housing research area\, and his current work focuses on studying the design\, provision\, and distribution of affordable housing. He has worked as a researcher at think tanks such as the Brookings Institution and the Center for Neighborhood Technology\, and as a designer at architecture films such as Perkins and Will and Sharif\, Lynch; Architecture. \n  \n\nRyan Conroy – Daly Architects Director of Architecture / cityLAB \nRyan Conroy is cityLAB’s first Director of Architecture\, nearly a decade after inaugurating the undergraduate fellow program. DESCRIPTION:SAC Health Brier Medical is a new 280\,000 SF five-story adaptive reuse outpatient facility in San Bernardino\, CA. \nAs the nation’s largest specialty-based and teaching health center\, SAC Health is committed to providing health equity for underserved populations. The mission of the SAC Health System is to provide vulnerable populations with an environment for patient healing and community empowerment. Recently completed phase-1 scope of the project includes 6 primary and specialty clinics\, a school of dentistry\, after hours clinic with Imaging services as well as community resource center to provide free counseling and support services for the local community. \nSAC Health Brier Project employed a unique approach to minimizing carbon footprint during construction. The original structure was designed as a bank call center with a raised floor system. The owner and project team’s goal were to minimize intervention and alteration of the existing structure and utilize the existing structure and systems to their full capacity. DESCRIPTION:AIA|LA City Leaders Breakfast Reception w/ Ben Allen – California State Senator\, District #24\n2024 City Leaders Breakfast Series Presented By: Gannett Fleming \nThe 2024 AIA|LA City Leaders Breakfast Series allows architects & designers and other community stakeholders to meet directly with key individuals transforming Los Angeles in a roundtable setting to discuss innovative ideas to ensure a healthy\, sustainable\, and economically competitive future. \n \nBen Allen – California State Senator\, District #24\nCalifornia State Senator Ben Allen represents the 24th Senate District\, covering the Westside\, Hollywood\, South Bay\, and Santa Monica Mountains communities of Los Angeles County. Ben was first elected in 2014 and is now serving his third term in the State Senate. \nBen chairs the Senate’s Environmental Quality Committee and co-chairs the Legislature’s Environmental Caucus\, is a member of the Legislative Jewish Caucus\, chairs the Legislature’s Joint Committee on the Arts\, and the Senate Select Committee on Aerospace and Defense. He previously served as Chair of the Education Committee (2017-2019) and Chair of the Elections and Constitutional Amendments Committee (2015-2016). \nBen has thrown himself into the important work of state government\, focusing on wise decision-making and pushing for reforms that address systemic inadequacies in our state. He has authored nearly 60 new laws in various areas\, from environmental protection to electoral reform. \nDuring his first two terms in the Senate\, fighting the climate crisis and protecting our state’s precious natural resources have been among Ben’s top priorities. CalMatters recently recognized him as one of the Legislature’s foremost leaders in the field of environmental protection. He authored SB 54\, groundbreaking legislation to address plastic pollution\, which Governor Newsom signed into law to international acclaim. The New York Times called SB 54 “the most sweeping restrictions on plastics in the nation” and suggested the legislation is “another route for curbing carbon emissions and trying to sidestep the worst consequences of global warming” after the Supreme Court gutted the federal government’s power to regulate carbon emissions. As Chair of the Senate Environmental Quality Committee\, Ben worked with his colleagues to pass a powerful climate package requiring the state to become carbon-neutral by 2045 and produce 90% of its electricity from clean sources by 2035\, among other measures. A member of the Ocean Protection Council and Coastal Conservancy\, he has led a successful effort to phase out a dangerous carcinogen in firefighting foam\, crafted a compromise to phase out destructive trawling gear\, and brokered a major bipartisan compromise that lessened the environmental impact of off-highway vehicle use at state facilities. “If only Congress could work out such compromises\,” wrote the Sacramento Bee editorial board about the bill. \nAmong his efforts to reform California campaign finance and elections laws\, Ben authored the landmark Voter’s Choice Act of 2016 to implement more flexibility in how and where to vote\, creating the vote center model used in the 2020 elections\, which resulted in significantly increased voter turnout. Ben also has been a leader for campaign transparency\, and was a leader in passing the Disclose Act and Petition Disclose Act and other transparency measures that have dramatically improved the disclosure of donors to political causes for the public. The California Clean Money Campaign has routinely ranked him top in the Legislature for his commitment to clean money political reform. \nAn advocate for the Golden State’s continued leadership in arts and entertainment\, Ben is a member of the California Film Commission. He was part of a legislative effort to extend the Film & TV Tax Credit Program to further support and invest in California’s unrivaled film industry. Ben also authored the law that reinstated teaching credentials for theatre and dance educators\, and he continues to fight for expanded access to the arts in schools and underserved communities. Ben has been a champion for science and was a joint author of the state’s groundbreaking law that increased vaccination rates among school children. \nPrior to his election to the Senate\, Ben served as President of the Santa Monica-Malibu Unified School District Board of Education\, lecturer at UCLA Law School\, and worked as an attorney at the law firms of Bryan Cave LLP and Richardson & Patel and at the nonprofit Spark Program. While at law school\, Ben served as the voting student member of the University of California Board of Regents and was a summer judicial clerk with the United Nations International Criminal Tribunal for Rwanda. Prior to law school\, Ben worked in Washington DC for the Latin American team of the National Democratic Institute for International Affairs (NDI)\, and then as Communications Director for Congressman Jose Serrano (D-NY). \nBen grew up in the 24th Senate District and attended public schools\, graduating from Santa Monica High School in 1996. His father\, Michael\, spent his career on the English Department faculty at UCLA and mother\, Elena\, was a public school teacher and artist who served as Chair of the Santa Monica Arts Commission. Ben has a Bachelor of Arts degree magna cum laude in History from Harvard University; a Master’s degree in Latin American Studies from the University of Cambridge; and a Juris Doctor degree from UC Berkeley. Fluent in Spanish\, Ben is a Senior Fellow with the international human rights organization Humanity in Action\, an Aspen Institute-Rodel Fellow\, a Truman National Security Project Fellow\, and a graduate of the Jewish Federation’s New Leaders Project. Quijada de Franke – Associate Vice Chancellor (AVC) of Facilities\, Planning and Sustainability\, Los Angeles Community College District (LACCD)\nMs. Peggy M. Quijada de Franke is the Associate Vice Chancellor (AVC) of Facilities\, Planning\, and Sustainability at the Los Angeles Community College District (LACCD). She is a California-Licensed Professional Engineer with a Master of Science in Civil Engineering – Structures- and a Master of Business and Administration. \nMs. Quijada has more than 26 years of experience in engineering\, planning\, and management and joined LACCD in 2014 as a Facilities Project Manager. She was promoted to Director of the Facilities\, Planning\, and Development (FPD) Department in 2020 and advanced to her current role in 2023. \nMs. Quijada is dedicated to fulfilling LACCD’s vision of providing high-quality and easily accessible educational opportunities for students. She believes in celebrating the area’s diverse cultures and strengthening the regional economy. As such\, her responsibility is to provide state-of-the-art facilities that foster a productive learning environment for all students\, which entails enhancing\, restoring\, or expanding the health and functionality of 742 buildings (11.6 million OGSF) across LACCD’s nine colleges and satellite campuses. \nAs an AVC\, Ms. Quijada is helping LACCD meet the sustainability goals of eliminating carbon-based electricity consumption by 2030 and other carbon-based energy use by 2040 and replacing it with clean\, renewable\, and sustainable energy sources. To this end\, she oversees the development and implementation of more than 300 Clean Energy projects\, Schedule Maintenance Projects (SMPs)\, and Deferred Maintenance projects. \nBefore joining LACCD\, Ms. Quijada worked in the energy industry on national and international oil and nuclear power infrastructure projects. She developed seismic hazard maps to design new structures and retrofit existing infrastructure. She works with property developers and owners providing comprehensive land use counsel from the earliest stages of strategic project planning through the entitlement process and\, if necessary\, defense of any legal challenge. \nElizabeth represents clients in connection with development projects of all sizes across a broad range of uses\, including multi-family residential\, office/commercial\, master-planned communities\, entertainment centers\, hotels\, institutional facilities\, energy and public infrastructure. Her experience with general planning and zoning law\, historic preservation law and design review is extensive\, as is her familiarity with the California Environmental Quality Act\, the Subdivision Map Act and the California Coastal Act. She has also worked on endangered species protection\, air and water quality regulation\, land use and growth control initiatives\, and inverse condemnation/takings. In addition\, Elizabeth’s practice includes land use-related due diligence and representation of owners\, operators and lenders in land use litigation.\n \nOutside of her land use practice\, Elizabeth has served as a volunteer attorney for the Alliance for Children’s Rights Foster Child Adoption Project and as a voluntary settlement officer for the Beverly Hills Municipal Court. Elizabeth has dedicated countless hours as a mentor\, advocate and fundraiser in support of organizations seeking to increase diversity within the legal profession. She recently completed an eight year term on the Latina Lawyers Bar Association Board of Trustees\, including two years as its President\, and currently serves as a Trustee for the Mexican American Bar Foundation.\n \n  \nPanelist \n \n\nEvelyn Cortez-Davis – Chief of Staff for the Water System at the Los Angeles Department of Water and Power\, LADWP \n Evelyn Cortez-Davis\, P.E.\, BCEE is the Chief of Staff for the Water System at the Los Angeles Department of Water and Power\, the largest municipal utility in the USA. She has over 30 years of water industry experience in the areas of engineering design\, planning\, pipeline construction\, asset management\, water operations\, recycled water\, water supply\, conservation\, groundwater remediation\, and environmental compliance.  \nAs Chief of Staff supporting LADWP’s Chief Executive Officer and Chief Engineer\, Evelyn supports Department-wide strategic initiatives\, including enterprise performance management\, process improvements\, sustainability initiatives\, equity strategies\, and culture management. In her most recent prior role\, she was the first Latina to serve as LADWP Director of Water Engineering\, overseeing the planning\, design\, and delivery of major infrastructure projects to supply reliable water to the 4 million people of the City of Los Angeles.  \nShe has also served as the Assistant Director of Water Resources and was the first woman to serve as Assistant Director of Water Operations. She has served on the Colorado River Board of California\, on the Board of Directors of the National Water Research Institute\, and on the Board of Trustees of WateReuse California. A first-generation immigrant from El Salvador\, Evelyn is a proud Bruin who earned a Bachelor of Science Degree in Civil Engineering from UCLA. She is a registered Civil Engineer in California and is a Board-Certified Environmental Engineer. \n  \nPanelist \n\nCarlos Gonzalez – Division President\, Clark Construction \nCarlos Gonzalez provides executive leadership for more than $1 billion of construction activities in Southern California.\nHe is responsible for the region’s day-to-day operations\, business development\, and project development\, including inception\, contract negotiations\, and monitoring construction progress. \nThroughout his tenure at Clark\, Carlos has served in project management\, field supervision\, and overall leadership roles for clients such as the San Diego Padres\, the Los Angeles County Museum of Art\, Delta Airlines\, LAX\, Walt Disney Imagineering\, the State of California\, JMI Realty\, Host Hotels & Resorts\, Naval Facilities Engineering Systems Command\, the General Services Administration\, Veteran Affairs\, the University of California\, and California State University.\n \nCarlos previously served as general manager of Clark Concrete\, Clark’s self-perform structural concrete business unit in the Mid-Atlantic. He is also a member of the Civil Engineering Advisory Board at San Diego State University. \n  \nPanelist \n\nRay Sosa – Chief Planning Officer in LA Metro’s Countywide Planning & Development\, Metro \nRay Sosa is the Chief Planning Officer in LA Metro’s Countywide Planning & Development Department (CP&D). LA Metro’s CP&D is responsible for planning the county’s regional transit system and programming federal\, state\, and local transportation funds for the county’s transit system\, highway programs\, and locally sponsored\, regionally significant projects of all modes of transportation.\n \nMr. Sosa’s transportation career has spanned for more than two decades in the Southern California region with a focus on planning and delivering major transit projects\, both in the public and private sectors including working at the globally recognized\, AECOM\, where he served in various roles\, including VP West Region Transit Rail Market Sector.\n \nMr. Sosa earned his master’s degree in Transportation planning from the University of California\, Los Angeles\, and bachelor’s degree in government from Dartmouth College. \n  \nPanelist \n\nChris Torres – Principal\, Agency Artifact \nChris is an award-winning landscape architect and urban designer passionate about creating a more equitable\, resilient and vibrant Los Angeles.\n \nAs a native Angelino he first discovered urbanism as a musician\, performing throughout and falling in love with the unique neighborhoods of the city. He founded Agency Artifact (MBE) as a civic design studio\, creating ambitious placemaking experiences. He is currently leading projects such as the Fairplex Specific Plan with over 10\,000 units of housing and re-envisioning the Norwalk Civic Center as a mixed-use entertainment destination with affordable housing. He has over a decade of both local and international experience designing urban parks\, public art\, large-scale housing projects and regenerative infrastructure. Prior to founding Agency Artifact\, he led projects at Rios\, Walt Disney Imagineering\, SOM and the public art program at LA METRO. Chris was a Design Principal at the Jerde Partnership and served as a Vice President for the organization with over 100 designers working globally.\n \nHe believes that urban design should be transparent and community-based. Chris is an active public speaker\, researcher and educator on topics related to public space and the future of cities. He was a visiting researcher of Urban Design at the Queensland University of Technology\, lecturer in Landscape Architecture and Urbanism at USC\, Vice President of the LA Forum for Architecture and Urban Design\, member of Mayor Garcetti’s Great Street’s design advisory committee and served on the Board of Directors of the Landscape Architecture Foundation.
