He has 15 years of industry expertise\, specializing in strategic planning\, design research\, sustainability\, wellness\, and carbon reduction. His global outlook manifests through work with UIA World Congress of Architects\, New Buildings Institute\, National Endowment for the Arts\, and Los Angeles City Planning’s Urban Design Studio. Carlos serves on AIA National COTE Leadership Group\, ICC\, NCARB\, and ASHRAE committees\, influencing climate action\, greenhouse gas standards\, and inclusivity in the industry of architecture. His passion was ignited by his start in emergency management and disaster recovery in post-Katrina New Orleans\, where he completed B.Arch and M.Arch degrees from Tulane University. Location TBD in Downtown LA (AIA to identify host location)\nWednesday\, November 5 (12pm – 1pm) – PLEASE NOTE:  This meeting is being rescheduled\, and we’ll have a new date/ time confirmed ASAP. \nPlease share your specific issues\, recommendations\, challenges\, and/or questions in advance\, and we’ll add them to the agenda for each meeting.  Email us here = Will@aialosangeles.org. \n\n\n\n\n\nMORE CONTEXT:\nFor the past 36+ months\, AIA Los Angeles and LADWP have been organizing a quarterly series of roundtable discussions\, which serve as an opportunity to further connect the architecture community and LADWP development services personnel. These quarterly roundtables help to establish a more collaborative partnership and facilitate opportunities to identify solutions to achieve mutually beneficial outcomes. \nIn general\, the quarterly meetings serve as forums to: \n1. Build trust and understanding between LADWP personnel and the private sector (architects/ designers/ engineers).\n2. Develop compassion and empathy to better understand each other’s professional priorities and implementation tactics.\n3. Allow idea exchange and interaction — to learn from each other and to test out new methods and performance standards.\n4. Establish greater context for how environmental justice\, shade equity\, climate mitigation\, urban heat island\, tree canopy\, building decarbonization\, housing affordability\, 100% electrification\, on-site generation\, and urban design are all inter-related (and therefore require a more connected partnership between LADWP and the architecture community implementing the infrastructure framework to address all of these inter-related challenges).\n5. Expedite and streamline LADPW’s development services. \nMore specifically\, the quarterly forums allow for: \n1. Improve the architects’ understanding of specific LADWP rules\, regulations\, standards\, and procedures – and offer helpful insight on how to better improve those specific regulations and standards to achieve more optimal outcomes.\n2. Create pathways to achieve greater flexibility and clarity of purpose for why certain variances and modifications are necessary\, helpful\, and/or mutually beneficial.\n3. Identify obstacles to implementation\n4. Establish pilot programs to test out new ideas and innovative solutions.\n5. Establish an inventory of code-related obstacles and analyze which codes and regulations may need to be modified/ altered to achieve more effective outcomes\n6. Map out strategies for how to better leverage resources\n7. Prioritize changes in equipment size\, models\, standards\, and ‘cultural habits’ that can assist in delivering positive results (healthier urban design\, greater biodiversity\, safer working conditions\, a more beautiful and less stressful public realm\, etc.)\n8. Identify opportunities to leverage best practices from Southern California Edison as it relate to design standards and protocols that promote more verdant ecosystems in integration with utility infrastructure (relationship between street trees and landscaping w/ utility infrastructure\, etc) and the ability to utilize alternative materials that promote a ‘greener\,’ and less stressful public realm.\n9. The exploration of third-party services\, peer review\, and self-certification\, etc. \nSome of the direct outcomes achieved to date include: \n1. Improved staffing and processing times at BOE for utility permits\n2. More permissible variances for staging areas and transformer pads\, etc.\n3. Streamlined processes for 100% affordable housing (ED #1)\n4. Amortization of line extensions\, etc\n5. Deeper trust between AIA Los Angeles and LADWP leadership \nIn the future\, as the impact of these sessions further evolves and demonstrates results\, we’d like to make certain: \n1. These forums serve as a model for how other LA City departments can deepen relationships with the private sector to achieve mutually beneficial outcomes.\n2. Deepen the trust between LADWP and the citizens/ residents/ professionals/ clients it serves. \nWe applaud LADWP’s leadership in prioritizing the partnership between AIA Los Angeles and the utility. Reamer\, Jr. – Inspector of Public Works & Director\, Bureau of Contract Administration\, City of Los Angeles\nJohn L. Reamer\, Jr. has had a distinguished career in public service\, beginning his tenure with the City of Los Angeles as an Electrical Craft Helper before advancing to the role of Inspector of Public Works and Director of the Bureau of Contract Administration (BCA) in August 2004\, a position he still holds today. \nAs the Inspector of Public Works\, Mr. Reamer plays a central role in upholding BCA’s mission to create a safe\, inclusive\, and transparent work environment. He ensures that public works construction projects adhere to the highest standards of safety and quality. In this capacity\, he also oversees the processing of City construction payments and formally accepts work completed by private contractors under City permits or contracts. His leadership has been pivotal in the successful delivery of several landmark projects\, including the Police Administration Building\, the revitalization of the Sixth Street Viaduct\, and vital public improvements by LA Metro\, such as the Crenshaw “K” Line. These transformative projects have significantly enhanced Los Angeles’s urban landscape\, aligning with the Bureau’s commitment to precision\, fairness\, and accountability in every build while empowering workers and promoting small business success. \nAs Director of BCA\, Mr. Reamer has championed initiatives that protect both employees and employers in the City’s procurement process. He oversees the enforcement of Prevailing\, Living\, and Minimum Wage laws and administers key ordinances like the Fair Work Week. Under his leadership\, BCA has negotiated 99% of the Project Labor Agreements (PLAs) used by City departments\, including the first-ever PLA implemented by LA Metro. These agreements have helped ensure that public construction projects meet safety and labor standards while providing fair compensation to workers\, many of whom come from underserved neighborhoods. This focus on workforce participation has fostered community development\, with the benefits of these City-funded projects reaching the very communities that have contributed to their success. \nMr. Reamer serves as the City’s Disadvantaged Business Enterprise (DBE) Liaison Officer. He is deeply committed to promoting diversity and opportunity for small businesses through initiatives such as the Business Inclusion Program (BIP) and the Local Business Preference Program (LBPP)\, both managed by BCA. These programs provide small\, minority-owned\, women-owned\, veteran-owned\, and local businesses with greater access to City contracting opportunities. They foster economic equity\, fair competition\, and the growth of local businesses\, which contribute to job creation and innovation. By empowering businesses to scale and compete\, BCA helps create a cycle of social impact as successful businesses reinvest in their communities\, strengthening the City’s economic fabric. \nIn 2019\, Mr. Reamer’s expertise in both economic growth and workforce development led to his appointment by the Mayor of Los Angeles as Interim General Manager of the Economic and Workforce Development Department. In this role\, he spearheaded the creation of a Citywide Economic Development Strategy that laid the groundwork for a Small Business Commission. He worked closely with the Workforce Development Board to enhance opportunities for transitional and youth workers\, advancing the City’s economic and workforce development initiatives. His efforts to coordinate with Business and Work Source Centers complemented his commitment to a regionalized\, citywide approach to economic growth. \nUnder Mr. Reamer’s leadership\, BCA has grown into a pivotal force in overseeing and executing critical City projects\, such as street repairs\, municipal facility construction\, and investments in the City’s wastewater treatment systems. District 54 encompasses Boyle Heights\, Lincoln Heights\, Westlake\, Downtown Los Angeles\, Koreatown\, Pico-Union\, Chinatown\, Little Tokyo\, Historic Filipinotown\, and the cities of Vernon\, Montebello\, and Commerce. \nGonzález is the son of a single mother and grew up in Section 8 housing — he understands the challenges working families face in trying to make ends meet. After his mother suffered a stroke two years ago\, Mark became her sole caregiver — taking his mom to the grocery store\, doctor appointments\, and attending church with her every Sunday. In this role\, he witnessed the failures of government\, social programs\, and the healthcare system to support vulnerable seniors adequately. \nPrior to his election to the State Assembly\, Mark served as Chair of the Los Angeles County Democratic Party. He successfully organized support for laws to make community college free\, protect our air and water\, make housing more affordable\, and combat the homelessness crisis. \nAfter the overturning of Roe v. Wade\, Mark helped lead the fight to pass a constitutional amendment in California protecting a person’s right to access safe\, legal abortion care — effectively turning California into a safe haven for anyone seeking reproductive care across the nation. Establish greater context for how environmental justice\, shade equity\, climate mitigation\, urban heat island\, tree canopy\, building decarbonization\, housing affordability\, 100% electrification\, on-site generation\, and urban design are all interrelated (and therefore require a more connected partnership between LADWP and the architecture community implementing the infrastructure framework to address all of these interrelated challenges).\n5. Expedite and streamline LADPW’s development services. \nMore specifically\, the quarterly forums allow for: \n1. Improve the architects’ understanding of specific LADWP rules\, regulations\, standards\, and procedures – and offer helpful insight on how to better improve those specific regulations and standards to achieve more optimal outcomes.\n2. Create pathways to achieve greater flexibility and clarity of purpose for why certain variances and modifications are necessary\, helpful\, and/or mutually beneficial.\n3. Prioritize changes in equipment size\, models\, standards\, and ‘cultural habits’ that can assist in delivering positive results (healthier urban design\, greater biodiversity\, safer working conditions\, a more beautiful and less stressful public realm\, etc.)\n8. Identify opportunities to leverage best practices from Southern California Edison as it relate to design standards and protocols that promote more verdant ecosystems in integration with utility infrastructure (relationship between street trees and landscaping w/ utility infrastructure\, etc) and the ability to utilize alternative materials that promote a ‘greener\,’ and less stressful public realm.\n9. The exploration of third-party services\, peer review\, and self-certification\, etc. \nSome of the direct outcomes achieved to date include: \n1. As a licensed architect and having worked with Heintges since 2016\, his career has been dedicated to the realization of complex facades brought on by an ardent passion for architecture\, performance-based design\, and sustainable building practices. Alex has collaborated internationally with some of the world’s leading architecture firms in the design and technical development of high-profile building envelopes on projects ranging from flagship retail to high-rise residential\, commercial\, office\, laboratory\, institutional and museum programs. Outside of his work at Heintges\, Alex has been a guest lecturer and juror at multiple universities\, a frequent public speaker at building enclosure industry events\, and an active participate in professional organizations. With his involvement in AIA LA’s Building Performance and Regulations committee\, Alex advocates for the dissemination of knowledge related to California sustainable building regulations\, adaptive reuse\, building performance\, and facades. Alex holds degrees from the University of Illinois Urbana-Champaign in Architecture and a Master of Architecture degree from Columbia University’s GSAPP where he received the Lucille Smysyer Lowenfish Memorial Prize. \n  \nPANELISTS \n \nDevon Barnes\, AIA – Principal Associate\, Gruen Associates  \nDevon began her career designing award-winning flagship stores for luxury brands before shifting her focus to adaptive reuse and historically sensitive projects. She enjoys weaving modern amenities into existing and historic contexts\, with a portfolio that includes the restoration of the Tower Theater. As a member of the Los Angeles Conservancy and the Western Chapter of the Association for Preservation Technology\, she is committed to uncovering hidden stories within buildings and shaping meaningful architectural adaptations. \n \nPatricia Rhee\, FAIA\, DBIA – Partner\, Ehrlich Yanai Rhee Chaney Architects  \nPartner Patricia Rhee\, FAIA\, has been a member of EYRC Architects since 2000. She has served as Designer for some of the firm’s most notable and award-winning projects including The Press\, The Culver Steps\, Ivy Station Offices and Retail\, and the John M. Roll U.S. Federal Courthouse. She has served on design juries for multiple AIA chapters\, the Design-Build Institute of America and numerous architecture schools. She has lectured internationally and nationally\, at the World Architecture Festival in Barcelona\, the University of Melbourne\, Clemson University\, AIA National Women’s Leadership Summit\, and the University of Maryland\, where she was the Kea Distinguished Professor. Patricia has and continues to serve as a Peer Advisor to the Bureau of Overseas Business Operations and the General Services Administration. He oversees design\, planning\, procurement\, and delivery of the Los Angeles 2028 Olympic and Paralympic Games venue infrastructure\, energy\, look\, and signage. \nMike served in the U.S. Army as an engineer officer\, completing more than 27 years on active duty\, including tours in Nicaragua\, Germany\, Iraq\, and Afghanistan. He commanded and led engineers and technicians in arduous environments\, including disaster relief and other operations. Mike holds numerous military awards and decorations\, including the Purple Heart for wounds received in combat action. \nMike graduated with a degree in civil engineering from the University of Colorado\, Boulder\, CO. She leads the organization of nearly 12\,000 employees\, delivering water and power to the four million residents of Los Angeles. \nMs. Quiñones has over 25 years of leadership experience as a senior executive in the utility and engineering industries and joined LADWP from Pacific Gas and Electric Company (PG&E)\, where she first served as Senior Vice President of Gas Engineering and then as Senior Vice President of Electric Operations. In the latter\, she oversaw electrical system operations and the power generation fleet\, as well as the management of electrical assets that support the California Independent System Operator. \nPrior to PG&E\, Ms. Quiñones served as the Vice President of Gas Systems Engineering for National Grid\, where she managed the engineering and design of natural gas distribution\, transmission\, and infrastructure projects for National Grid’s U.S. territory and oversaw various meter compliance\, design\, and construction projects. \nMs. Quiñones’ experience also includes serving in the U.S. Coast Guard (USCG)\, both full-time and in the reserves\, from 2004-2025. She is a retired USCG Commander and previously served as Deputy\, Planning and Incident Management. She also has held prior key leadership roles at Cobra Energy\, including Vice President of Operations\, responsible for the restoration and reconstruction projects of the transmission and distribution electrical systems in Puerto Rico following Hurricane Maria. She also held several leadership roles at San Diego Gas & Electric\, including Director of Design\, Planning\, Construction\, and Vegetation Management. \nMs. Quiñones was born and raised in Caguas\, Puerto Rico\, and attended the University of Puerto Rico-Mayaguez Campus\, where she graduated with a Bachelor’s degree in Mechanical Engineering (Magna Cum Laude). In 1981\, at the age of 8\, political upheaval and war with neighboring Iraq forced Adrin and his family to flee Iran and immigrate to the United States. For years\, Adrin’s family remained separated across the globe until finally reuniting and settling in the San Fernando Valley. \nGrowing up\, Adrin excelled academically and worked part-time in local Valley banks to support his education. He attended Pierce College\, California State University\, Northridge (CSUN)\, and in 1996 earned a degree in Economics from the University of California\, Los Angeles (UCLA). \nEntering Public Service \nDuring his time in school\, Adrin became actively involved in civic engagements. He interned in the office of former Congressman Howard Berman and volunteered for various non-profit organizations focused on youth and civic engagement. \nAs a founding board member of Generation Next\, he dedicated his efforts to mentoring and supporting young individuals facing poverty and other challenges. \nAdrin was accepted into the prestigious CORO Fellowship Program\, gaining experience in the offices of elected officials such as Congressman Brad Sherman\, Governor Gray Davis\, and Los Angeles City Councilmember Tom Labonge. He eventually became Chief of Staff to the then Assistant Majority Leader of the California State Assembly\, Paul Krekorian. \nService in the California State Assembly \nDespite being heavily outspent\, Adrin Nazarian won an underdog campaign and was elected to the California State Assembly in November 2012. \nFor over a decade\, until 2022\, he proudly represented California’s 46th Assembly District\, spearheading key legislative initiatives and securing significant state investments in his district. Including the Hollywood Hills\, Lake Balboa\, North Hills\, North Hollywood\, Panorama City\, Sherman Oaks\, Studio City\, Toluca Lake\, Valley Glen\, Universal City\, Van Nuys\, and Valley Village. In his new role\, Sata will lead the district’s $14.9 billion capital improvement program for the nine-campus district to create inspiring academic spaces. \nSata brings a wealth of knowledge in campus planning and construction from his most recent role as vice president of operations and capital projects at California College of the Arts in San Francisco. There\, Sata led\, planned and executed major infrastructure projects while ensuring collaboration between build teams\, staff and students. Sata also worked for the Solano Community College\, Santa Rosa Junior College and the Sacramento City Unified School District\, where he oversaw the delivery of numerous prominent projects. In this role\, she led the Mayor’s comprehensive citywide priorities focused on preventing and reducing street homelessness\, fast-tracking affordable housing production\, forging partnerships that lead to increased housing and service coordination\, and developing unified regional solutions by working closely with city\, county\, state\, and federal partners. She continues to serve as housing advisor to Mayor Bass. \nPreviously\, she was the Secretary of the California Business\, Consumer Services\, and Housing Agency under Governor Gavin Newsom. Her leadership in urban innovation is widely recognized both in the U.S. and abroad. In 2006\, Cuff founded cityLAB\, a research and design center that initiates experimental projects to explore metropolitan possibilities. In 2019\, cityLAB expanded its social and political engagement by creating coLAB in the Westlake/MacArthur Park neighborhood of Los Angeles\, in long-term partnership with community organizations. cityLAB represented the United States at the 2010 Venice Architecture Biennale\, was featured on CNN and in Newsweek magazine\, and was named one of the top four urban think tanks in the country by Architect Magazine. The lab’s “housing first” research demonstrates that affordable\, well-designed housing and neighborhoods are attainable foundations of equitable cities. cityLAB has developed sustainable\, high-performance\, low-cost housing prototypes for infill sites ranging from backyards to schoolyards. In 2017\, after a decade of research that included a full-scale demonstration house built on the UCLA campus\, Cuff co-authored California State legislation\, effectively opening 8.1M single-family lots for secondary rental units. \nSince 2013\, Cuff has led a cross-disciplinary team at UCLA with a substantial multi-year award from The Mellon Foundation for the “Urban Humanities Initiative.” UHI offers students from architecture\, urban studies\, and the humanities a radical platform for crossdisciplinary\, impactful\, urban scholarship and action. Cuff co-authored a book about this effort entitled Urban Humanities: New Practices for Reimagining the City (MIT Press\, 2020). This is the most recent of numerous books\, including Architects’ People (with W.R. Ellis; 1989)\, Architecture: The Story of Practice (1989)\, The Provisional City (2000)\, and Fast Forward Urbanism (edited with R. Sherman\, 2011). Dana Cuff publishes and lectures extensively about the modern American metropolis\, architectural agency\, affordable housing\, and architecture’s potential for creating more just cities. Dr. Cuff recently received three prestigious awards that describe her career: Women in Architecture Activist of the Year (2019\, Architectural Record)\, an international prize for Researcher of the Year (2019\, Architectural Research Centers Consortium)\, and Educator of the Year (2020\, American Institute of Architects Los Angeles). \n  \n\nEmmanuel Proussaloglou – Co-Director\, cityLAB \nEmmanuel Proussaloglou is an architect\, planner\, and researcher focused on interrogating the impact of public policy on the built environment. He leads cityLAB’s Reimagining Housing research area\, and his current work focuses on studying the design\, provision\, and distribution of affordable housing. He has worked as a researcher at think tanks such as the Brookings Institution and the Center for Neighborhood Technology\, and as a designer at architecture films such as Perkins and Will and Sharif\, Lynch; Architecture. \n  \n\nRyan Conroy – Daly Architects Director of Architecture / cityLAB \nRyan Conroy is cityLAB’s first Director of Architecture\, nearly a decade after inaugurating the undergraduate fellow program. Ryan is a practicing architect\, recognized for originating innovative models of multifamily housing and climate-adaptive sustainable design\, always\nwith an eye to each project’s larger urban context. He has held research positions at UC Berkeley and the Los Angeles Department of Planning\, and continues an ongoing collaboration with Kevin Daly Architects. DESCRIPTION:EVENT DESCRIPTION \nThis conversation brings together individuals from UCLA Health\, McCarthy\, and HOK to discuss the design-build process as it relates to the ongoing UCLA Neuropsychiatric Replacement Hospital project. \nOne of the first Design-Build projects at UCLA\, the transformation of the former Olympia Medical Center into a state-of-the-art neuropsychiatric hospital by HOK and McCarthy for UCLA Health showcases how the firms leveraged their comprehensive adaptive reuse expertise to meet critical healthcare needs. \n  \nMODERATOR \n \nDavid Frey\, FAIA – Technical Principal\, HOK \nDavid Frey is HOK LA’s Technical Principal\, leading the technical direction and development of all projects designed in the Los Angeles studio. As a member of HOK’s Global Technical Board\, David brings 30+ years of experience to the advancement and implementation of design standards and QA/QC compliance in all of the firm’s projects. David is the Technical Principal for the UCLA Neuropsychiatric Replacement Hospital project.  \n  \nPANELISTS \n \nJohn D’Amico – Principal Project Manager\, UCLA Capital Programs \nJohn D’Amico has worked as a PM at UCLA Capital Programs since 2001 on a variety of projects\, currently working on the progressive design-build UCLA Neuropsychiatric Replacement Hospital. \n \nLuciana Vidal\, AIA – Project Manager\, HOK \nLuciana is a Project Manager with over 20 years of architectural experience\, both in Southern California and internationally. She is an expert at navigating the challenges of complex project ownership and stakeholder structures\, as well as maintaining excellent communications with the client\, contractor\, consultants\, vendors and trades. Luciana is the Project Manager on the UCLA Neuropsychiatric Replacement Hospital project. \n \nChristopher Fenton\, AIA – Senior Project Architect\, HOK \nWith over 20 years of experience\, Christopher has worked on an array of large complex projects both as Project Designer and Sr. Project Architect. His experience is varied and spans across a variety of market sectors including Healthcare\, Science & Technology\, Education\, Multi-Family Residential\, Cultural\, and Civic sectors. He is passionate about sustainable\, high performance building design and feels that good design should embrace the most innovative technologies available. Christopher is a Senior Project Architect on the UCLA Neuropsychiatric Replacement Hospital project. \n \nEddie Espinoza – Senior Virtual Design + Construction Manager\, McCarthy Building Company \nEddie Espinoza is a Senior VDC Manager with 9 years of experience in construction. Eddie started his career started in the field as a project engineer and worked up into Virtual Design and Construction (VDC) 3 years ago.
