According to the City of Los Angeles, "the goal of the AHLF Ordinance is to create a permanent source of local funding for the development of affordable housing. The ordinance would establish a fee on identified types of market rate development, which would be used to fund the creation of affordable housing across the City. This would help address the impacts of new development on the demand for affordable housing.” 

This meeting will serve as a chance to debate with your peers on the potential merits & detriments of imposing a linkage fee on new development.  The objectives of the discussion will be to frame a recommendation to the AIA|LA Board of Directors on an official white-paper response to help further shape the proposed ordinance.

Is the linkage fee an effective way to ensure greater housing affordability regionwide?  Is the proposed linkage fee crafted in an equitable manner?  Are there potential improvements that can be made to the ordinance to make it more effective?  Will it help incentivize more inclusive affordable housing in new development?  Or will it conversely drive the cost up of all new housing to the point that this development occurs elsewhere?
