Fueled by the Affordable Care Act’s emphasis on lowering the cost of care and the increasing acuity of care transitioning to ambulatory settings, the cutting-edge Outpatient Pavilion at UC San Diego Health System provides a model for the future of outpatient care in both the academic setting and the greater marketplace.  Part of the rapidly growing campus, it supports the health system’s strategic focus on transformative healthcare closely tied to research and teaching.  Though housing specialized, multidisciplinary centers of excellence, it is built on a flexible platform of modular planning, robust infrastructure and sustainable principles.  

Gina Chang, Associate Principal

Gina Chang is a project architect with 15 years of California healthcare experience. She is a healthcare architect, project manager and medical planner who has successfully led large teams through ambitious project goals. An advocate for evidence-based design, she envisions each project’s unique potential and opportunity to create an optimal environment for healing and wellness.
Kevin McCausland, Associate Principal

Kevin McCausland has 24 years of healthcare programming and planning experience with facilities on the east and west coasts. His expertise includes operational planning and programming, strategic planning, master planning, and medical and equipment planning. Kevin has successfully worked with Kaiser Permanente, Sutter Health, UC San Diego, UC San Francisco and Providence Health Systems in California, as well as Stony Brook University Medical Center, South Nassau Communities Hospital and St. Luke’s/Cornwall Hospital System in New York. He has led multi-disciplinary teams in the operational programming and planning of healthcare projects of all sizes and complexities. 

Hilary Tarazi, MPP
Director for Health Science Planning

Hilary Tarazi is Senior Director for Health Sciences Planning at UC San Diego.  She engages in strategic, business, and facility planning, working collaboratively with leaders across the enterprise to lay the groundwork for superb academic medicine that serves and inspires the people it touches.  Prior to joining UC San Diego in 2001, Ms. Tarazi was a health system specialist for the San Diego VA.  Ms. Tarazi came to San Diego following a career in international development in Africa and the Middle East.  Ms. Tarazi earned her B.A. and Master of Public Policy from Harvard University.
