AIA|LA SUPPORTS FEED-IN-TARIFF STUDY
LOS ANGELES, CA (April 26, 2010) - The Los Angeles Chapter of the American Institute of Architects (AIA|LA), expresses strong support for the newly released study "Designing An Effective Feed-In-Tariff For Greater Los Angeles" from UCLA's Luskin Center for Innovation. The study was commissioned by the Los Angeles Business Council.
The Los Angeles Department of Water and Power (LADWP) set ambitious renewable energy goals it is currently falling far short of achieving. Part of the City's strategy to make up this gap is a solar power feed-in-tariff (FiT); a policy that requires the LADWP to buy power from private and public sector organizations that produce power within the Los Angeles basin. FiTs have a well established track record of success in producing power throughout Europe, in the state of Vermont, the province of Ontario, Canada, as well as in the cities of Sacramento, California and Gainesville, Florida.
A well-designed FiT can be a powerful tool for local economic development as it pays owners to install more renewable power generating capacity than they use on site with the balance sold to the utility. Current City policy focuses on net metering that encourages owners to approach but not exceed their own energy needs thus not maximizing their solar capacity. To maximize the in-basin solar capacity, one of the study's key points is that the tariff portion of a FiT must cover the producer's costs and provide a reasonable rate of return.

The architectural implications of producing building-based solar power are significant and as architects we possess the skills necessary to integrate the two.
